Abstract:

This synthesis analyzes the state of the practice in contracting fixed-route bus transit services. The study presents a literature review and results of a survey of transit agencies that currently contract services or did so previously. Thirty-seven completed responses were received from the 45 agencies in the survey sample, a response rate of 82%. The study also gathered information from corporate-level contract service providers to get their perspective on the procurement and operation process. Case examples of six transit systems are provided. These present an in-depth analysis of the process, including contract structure, transition issues, oversight, labor issues, challenges, agency assessments of the contracting process, and lessons learned.
