Abstract:

This article describes how the Small Urban and Rural Livability Center at Montana State University assessed Wyoming's intercity bus (ICB) service on behalf of the Wyoming Department of Transportation (Wyoming DOT). To gather background information, the research team conducted: a literature review of ICB service in other states; a survey of other rural states to identify funding practices and barriers to service; and a survey of ICB riders to understand their attitudes and use of services. Next, a connectivity analysis was performed and thresholds were proposed to determine whether a minimum of 85% of the largest cities in Wyoming receive some level of ICB service. It was determined that only 17 of the largest 28 cities have ICB service. The research team recommended adding ICB connections to at least seven more communities and six potential ICB routes were identified. Ultimately, the study led to the expansion of services in Wyoming and established a process for evaluating ICB service on a triennial basis.
