Are Relocatees Different from Others? Relocatees' Characteristics and Travel Mode Preferences in Large-Scale Residential Areas on the Megacity Periphery: Case Study of Shanghai, China

Abstract:

Chinese megacities are reforming their old downtown areas and demolishing substandard housings. The government relocates residents to affordable city-peripheral large-scale residential areas. These residents are called “relocatees”. So far, very few studies have worked on relocatee and non-relocatee’s difference on their characteristics and travel-mode-choice preferences in this type of areas with adequate resident samples. To fill this gap, this study conducts a survey in five peripheral large-scale residential areas in Shanghai, uses statistical analysis of individual demographic characteristics and transportation-related decisions of relocatees and non-relocatees, and estimates travel mode choice models for three different groups (relocatee, non-relocatee, and overall samples). Results show that relocatees and non-relocatees are similar in gender, but significantly different in all other tested aspects, e.g. compared to non-relocatees, relocatees are older, less educated, poorer, and have a higher mode share of bus and lower mode share of car, moped or e-bike. Fewer relocatees are planning to buy a car. Non-relocatee’s value of time (25.23 ¥/hour) is greater than relocatee’s (22.62 ¥/hour). They have various similar or different travel mode preferences, e.g. for both relocatees and non-relocatees, the male tend to choose motorcycle; but, for relocatees, people whose home-side’s bus average waiting time is greater than 20 minutes tend to choose motorcycle; for non-relocatees, these people tend to choose shuttle bus. When transportation planners conduct different travel modes’ service study, these different groups of people, who prefer that mode, should be taken into consideration firstly. This supports transportation decision-making in developing countries’ similar areas.
