Social Media for E-Participation: Can a Multiple Hierarchy Stratification Perspective Predict Public Interest?

Abstract:

Constraints may logistically prevent the public from participating in public transportation planning processes or make the public unable or uncomfortable sharing their opinions. E-participation provides an engagement tool that may overcome constraints associated with traditional participation methods. Logistic regression models used Minnesota State Survey 2016 data to determine whether demographic variables (sex, age, income, education, and race) significantly predicted public interest in e-participation and whether public interest aligned with a multiple hierarchy stratification perspective where those who possess advantaged demographic characteristics (white, income >$30,000, college education, <65 years of age, male) were more likely to be interested in e-participation than those who possess disadvantaged characteristics (nonwhite, <$30,000, no college education, >65 years of age, female). The individual effects of age and race significantly predicted interest in providing feedback and making suggestions through social media; those older than 65 were less likely than those younger than 65 to be interested in both instances; similarly, nonwhite respondents were more interested than white respondents in both instances. Interest in e-participation did not align with a multiple hierarchy stratification perspective suggesting interest in e-participation may not be subject to pervasive societal forces that otherwise constrain participation and limit the power and privilege of those who possess disadvantaged demographic characteristics.
