Abstract: Driver distraction is a main cause of traffic crashes, where mobile phone is a key source of distraction. In two studies, the authors examined drivers’ phone use behavior at red traffic signals. The first was at a signalized intersection video recording observation based study. Data were collected at five signalized intersections in Hangzhou, China by recording at each site three sessions of video such as weekday-morning (WDM), weekday-afternoon (WDA), and weekend (WE), with the aim to study in different traffic situations (volume and composition) the phone use strategy among drivers at the red signal and to determine its influencing factors. Of 2596 drivers observed in total, 36.7% had used the phone, whereas 20.8% were using it until green and 6.9% had continued even after green while moving off. The second study, anonymously, had 151 drivers participating in the online survey questionnaire with 27 questions about using phone while waiting at a red traffic signal. Results from the online survey provided support for some of conclusions drawn from Study 1. Mixed logistic models were proposed for statistical analysis of phone use, and final results revealed that, longer red phases, red-countdown signals, high value vehicles, non-accompanied drivers, personal cars, taxis and service vehicles result in greater use of phone. Given the data, gender and age seem to not be related with phone use. Whereas traffic time, vehicle color and vehicle place in queue have no influence on phone use during the red phase of a traffic signal.
