States’ Existing Practices in Mainstreaming TSMO in the Project Development Process

Abstract:

In recent years, more transportation agencies are considering Transportation Systems Management & Operations (TSM&O) strategies to address congestion issues, and improve safety and reliability on state roadways. To determine the extent to which TSM&O is considered in the project development process, TSM&O, ITS, and Traffic Operations officials at state Departments of Transportation (DOTs) were surveyed to provide their current practices and how TSM&O is being incorporated in the project development process. Of the 50 states queried, 36 state DOTs responded. Based on survey responses, results reveal that the organizational structure varies considerably among the states with less than one-third of DOTs having a designated TSM&O division. Half of the agencies that responded stated that TSM&O officials are involved in the development process for roadway projects, and over half responded that involvement occurs as early as the planning phase. Few states have TSM&O directives included in planning and design guidelines, and the majority of state DOTs currently operate at Level 1 or 2 for all six model dimensions of the Capability Maturity Model (CMM). The greatest challenge DOTs have with mainstreaming TSM&O is the culture in the agency, followed by budgetary issues, and integration throughout the project development process.
