Title: A Preliminary Analysis of Potential Impact of the Technologies at Each Level of Automation on Traffic Control Devices

Abstract: This paper summarizes the results of a project ( 1) funded by the American Traffic Safety Services Association (ATSSA), which intends to help ATSSA members better understand the potential impact of Connected and Automated Vehicles (CAV) technologies on their business opportunities. Highly automated vehicles (HAVs) are capable of driving on their own with limited or no human involvement in navigation and control. Per the definition adopted by the National Highway Traffic Safety Administration (NHTSA), there are six levels of automation (Levels 0-2: driver assistance and Levels 3-5: HAV), each of which requires its own specification and marketplace considerations. Given this, a thorough understanding of the required traffic control devices (TCDs) and other changes in infrastructure to better accommodate these technologies is essential. For a thorough understanding of the impact of CAV technologies, a comprehensive literature review and three surveys (of ATSSA members, state DOTs, and original equipment manufacturers – OEMs) were conducted to gather necessary information. The extensive literature review provided a robust basis for understanding the technologies and their needs in terms of infrastructure. Interviews conducted with OEMs and DOTs were used to determine current CAV deployment and investment plans and timelines as well as their potential impact on transportation infrastructure. Finally, this study identified and recommended potential impact to the existing infrastructure by the technologies at different levels of automation. The results of this study can help policymakers, designers, and business owners to better shape their prospective plans to accommodate the needs of CAV technologies.
