Title: Governance of Smart Mobility: An International Scenarios Exercise

Abstract: There is widespread interest in the on-going transitions in the mobility system. Developments include increasing automation, electrification of fleets, new data and new mobility options and the potential for these all to be combined in a shift away from personal ownership to mobility as a service. Whilst much work is underway to develop, test and understand the behavioural impacts of these technologies, comparatively little work seeks to address the associated governance reforms that will be necessary to ensure that the systems can flourish but also that they flourish in a way which promotes the goals of local, state and federal governments and meets the needs of the people. This paper contributes to filling the gap in the debate on the governance of smart mobility through reporting on an international scenarios exercise conducted in 2017. The scenarios explored here were based around two key axes of uncertainty. On the x-axis there is the degree of governmental involvement. On the y-axis the authors have the degree of social acceptance of innovation. Reflecting on the period up to 2035, the scenarios considered the implications for smart mobility transitions by asking which innovations are more likely to flourish and which falter. It also looked at the implications of the scenario on existing (more traditional) transport operations. A workshop was used to explore the responses and identify the key governance challenges implied looking across the scenarios. The state has a critical role to play in determining how the smart mobility transition plays out in different locations.
