Title: The Location of Warehouses in Belo Horizonte, Brazil: Introducing a Latin American Case Study to Logistics Sprawl Research

Abstract: The location of logistics facilities near transport infrastructure as well as places of destination of goods is important for urban freight transport. The logistics sprawl behavior in Latin American cities is still unknown, and this paper contributes to reducing this gap, analyzing logistic sprawl in the Belo Horizonte Metropolitan Area and Metropolitan Belt between the years 1995 and 2015. The results show a logistic sprawl indicator (average change in the standard distance to the center of gravity) of 1.2 km (in 1995: 17.8 km and in 2015: 19 km). The change in the dispersion axis of logistics facilities location is consistent with metropolitan development policies. In addition, the authors explored the spatial correlation among socioeconomic data and the location of warehouses. In 2015, 80% of the warehouses were located in the high-income population clustered area. Additionally, most of the warehouses were located within a two-kilometer distance area from the axis of the road and in a five-kilometer area from the railroad. Finally, the authors created service areas of the warehouses considering a maximum distance through the network of 5, 10, and 15 kilometers. In 2015, the 15-kilometer service area had a coverage of 89% of the population in the study area. Finally, as a practical implication, the authors assessed the location of three freight villages proposed in the Master Plan of Belo Horizonte Metropolitan Area, in comparison to the warehouses’ location. There were few changes regarding the spatial descriptive statistics calculated, reflecting a competition among logistics facilities.
