Title: A Methodology to Evaluate Pedestrian Perceptions–Based Safety Level at Signalized Intersections in Developing Countries

Abstract: In India, a larger proportion of pedestrian casualties are more likely to happen at signalized intersections and this reduces the perception of safety level at intersections. To enhance walking mode of transportation, there is a need to improve the safety level of the existing pedestrian facilities. The objectives of this study were to identify the factors affecting the pedestrian safety level at signalized intersections under mixed traffic conditions and to develop a suitable method for estimating pedestrian safety level with respect to pedestrian crossing behavior. The required data were collected by video and a questionnaire survey from selected nine signalized intersections in Mumbai, India. With the pedestrian perceived safety score collected through pedestrian perception surveys conducted at selected intersections as a dependent variable, Pearson correlation test was performed to determine the significant factors affecting pedestrian safety. This study compared two techniques such as linear regression technique and cumulative logistic regression to develop the safety level model. By considering the limitations of linear regression technique, cumulative logistic regression was adopted that fits mixed traffic conditions in India. Three methods such as straight, midpoint and k-means clustering were used to classify threshold values for safety level rating and these methods were compared with available field data. Finally, the proposed safety level model and threshold values were validated with field data. This study has developed a systematic procedure for estimating pedestrian behavior based safety level and useful to evaluate the safety level of the existing pedestrian facilities and the prioritization of the requirements of the pedestrian at signalized intersections for developing countries.
