Availability: Find a library where document is available Abstract: From 2005 through 2015, disasters had an impact on more than 1.5 billion people, causing more than 700,000 deaths, 1.4 million injuries, and the destruction of 23 million homes. The United Nations Development Program has attributed the increasing levels of disaster risk to poor governance combined with substantial population growth. Good governance can reduce the risks from disasters and aid in quicker recovery. This article begins with a look at the evolution of governance and emergency management. Next, it expands upon what is meant by governance and resilience and includes examples of research studies underway looking at topics such as collaborative planning and social capital. Disaster and governance characteristics are outlined and an example is included of resilience planning at a seaport. Finally, areas for future research are suggested.
