Availability: Find a library where document is available Abstract: This synthesis identifies specific actions which can be taken to minimize the cost of construction of portland cement concrete pavements without loss of quality. The recommendations are concerned with construction practices, methods, materials, specifications and design procedures. Several general areas and topics were investigated: administration, standardization, design, production, and value engineering. Administrative directives could have an immediate effect on fighting inflation in the following areas: design and announcement of the program, contract size, lead time, pre-bid conference, stage construction, agency/industry communications, and retainage. Standardization of design, specifications and construction procedures can have a major influence on reducing costs. Specifications for cement factor, 1-P cements and flyash, water reducers, subbasses, and stockpiling materials are discussed. Standards for ramps, curb and barrier sections, pavement width and shoulders are covered as well as, tolerances relating to surfaces, texturing, thickness, steel, and temperature. Design elements which include jointed pavement, continuously reinforced concrete pavement, composite pavement, recycled pavement, culverts and bridges are noted. Comments are made on the minimization of interruptions in production, and on the effectiveness of value engineering.
