The objective of the project was to determine how previous research has been incorporated into current practice and compile information about how transportation agencies and utility stakeholders are scoping, conducting, and managing effective utility coordination. The report documents the core elements of effective utility coordination, as reported by state transportation agencies (STAs); current practices to manage consultant-led utility coordination, both stand-alone and those incorporated into design contracts; and current practices to perform utility coordination in-house. The study was developed with a literature review, a survey of STAs, and interviews. The literature review is a concise list of resources related to utility coordination processes. The survey sought to establish the state of the practice regarding utility coordination, determine related research being implemented, and ascertain effective utility coordination practices. The follow-up interviews with representatives from six states provided case studies that outlined some of the approaches used by utility coordination professionals. Findings highlighted research and practices in: utility coordination scoping; organizational structure variation; utility coordination as part of the design process; consultant-led utility coordination; effective utility coordination practices; utility owner and STA perceptions; legislation, regulations, and guidance; a framework or guidance for effective utility coordination and applied research; training and education; and research needs.
