Traffic Access Decision for Multilane Urban Arterial Considering Both Business and Operational Interests

Abstract:

Traffic access points connect roadways with the residential, commercial/businesses and other properties. Business owners consider having direct access to their property critical for the economic growth of their businesses. Having excess traffic access points along a corridor adversely affects the operational conditions of mainline traffic due to frequent conflict points with driveway traffic. To ensure uninterrupted traffic flow, state agencies advocate having minimum access points along a roadway, and they recommend minimum spacing between two successive access points. However, this study reveals that following state guidelines, the expected improvement of operational conditions is not always achieved after minimizing traffic access points. In order to identify the best solutions considering both traffic operational conditions and businesses interests, which ensures minimum travel time from the operational perspective and maximum number of traffic access points from the business perspective, a multi-objective optimization problem is formulated. The ε (epsilon)-constraint method was applied to generate the best possible solutions or Pareto-optimal solutions considering two conflicting objectives- minimize travel time and maximize access points. Tradeoff analysis showed that increasing 1 access point from 10 access points per mile would increase mainline travel time by 32 sec/mile for urban arterials with mainline volume of 1500 vehicle/hour. However, for similar mainline volume, increasing 1 access point from 70 access points per mile would increase mainline travel time by 53 sec/mile. The trade-off analysis between these best possible options can guide decision makers to make an informed decision in developing effective policies related to access management strategies.
