Title: 2025 Fuel Economy Trajectory for Full-Size Pickups

Abstract: The 2021-2025 corporate average fuel economy (CAFE) and greenhouse gas (GHG) emissions targets for light-duty vehicles set under the 2017-2025 CAFE and GHG rule are undergoing a mid-term review that began in 2016. The agencies have recently published their draft technical assessment report (TAR) of technologies and their adoption in the 2025 timeframe. The CAFE and GHG targets for cars and light trucks are different, as are their compliance paths. This paper analyzes the 2016 model year full size pickups and examines their fuel economy trajectory to 2025 using the EPA and NHTSA’s (called ‘the agencies’ hereafter) compliance technology package in the 2017-2025 CAFE rule and in the 2016 TAR. The authors' research finds that the majority of the technologies in the agency package have already been introduced by some manufacturers, while other technologies are in the pipeline. Although some manufactures fall short of their 2016 CAFE standards without taking advantage of special provisions such as credits, they have the potential to meet or exceed the 2025 fuel economy targets without any flexibility mechanism. The authors also find that the 2025 fuel economy targets are not sufficiently demanding to necessitate full hybrids or plug-in electric technologies for pickup trucks.
