Title: Understanding Motorcyclists' Behavior Toward TDM Policies in Work Tours

Abstract: Nowadays, motorcycle usage increases in a number of developing countries, and causes serious problems such as air pollution, noise pollution, fatal accidents as well as traffic congestion. Although some recent studies aim at car ownership or motorcycle ownership, hardly researchers have taken motorcycle usage into account profoundly. In Tehran, the capital of Iran, motorcycles play an important role in citizens' daily trips. The main purpose of this paper is assessing behavior of motorcyclists who work in the Central Business District (CBD) of Tehran toward two Transportation Demand Management (TDM) policies, namely, cordon pricing and increasing fuel price. A paper-based questionnaire is used for the data collection through a face-to-face survey which resulted in a dataset of 503 valid records. The main reasons for using motorcycles were assessed with respect to respondents' age, and "coping with congestion", "other modes' disutility", "low purchase price" and "interest in riding" were selected as four main reasons for using motorcycles, respectively. Behavior of motorcyclist toward cordon pricing policy and increasing fuel price policy were investigated separately and compared. It shows that cordon pricing policy is more effective based on the highest level of studied ranges. Assessing motorcyclists' perceptions also shows that daily extra cost which is imposed on motorcyclists by increasing fuel price is less than cordon price in all levels of motorcycle usage. To reduce motorcycle usage, restricting maneuverability of motorcycles in the streets; decreasing cost of public transit fare; and implementing cordon pricing policy for motorcycles are suggested.
