Title: Computational Framework for Predicting Accelerated Bridge Construction Technology Specific Costs and Benefits

Abstract: Mobility impact time due to bridge construction is a major concern in terms of safety and user cost. Hence, accelerated bridge construction (ABC) technologies such as self-propelled modular transporter (SPMT) move and slide-in bridge construction (SIBC) or lateral slide are implemented. At present, during the maturing process of ABC, the emphasis is to standardize ABC and allow local contractors build experience. A major step towards standardization is to develop policies/tools for assisting bridge community in the project scoping process, wherein sites can be evaluated for ABC implementation. To address the need, the authors developed a decision-making model that incorporates cost models to evaluate specific ABC technologies for a site. Predicting costs for ABC specific activities and benefits is an essential part in the decision-making process. Recently, an SIBC cost estimation tool was developed under the Every Day Counts initiative of Federal Highway Administration (FHWA). The tool provides a total estimated SIBC cost; however, lacks providing itemized costs for SIBC activities and SPMT-specific cost estimation. Understanding the need, the authors developed a computational framework to predict costs and benefits for ABC technologies. The framework and its implementation are presented in this article. The costs are estimated based on data from past ABC projects in the US. When a statistically meaningful number of projects are implemented in a specific jurisdiction, the framework can be adopted seamlessly to evaluate costs and benefits of ABC implementation in that jurisdiction.
