Quantifying the Impact of On-Street Parking on Road Capacity: A Case Study of Sydney Arterial Roads

Abstract:

Traffic congestion within urban road networks has been a recent social, environmental and economic issue on a global scale. There are a number of factors which result in congestion including the lack of road capacity during peak periods, incidents occurring within the network and interruption of flow at intersections. Another key factor, which has received limited attention within literature as a cause of congestion, is the presence of on-street parking. On-street parking reduces capacity on urban arterial roadways with the utilisation of the kerb lane for parking; in addition the parking manoeuvres result in delays to the flow of traffic. The primary contribution of this paper is the development of a mathematical model that calculates a “capacity adjustment factor” which quantifies the impact of on street parking on the capacity of an arterial road. The proposed adjustment factor was applied to estimate the capacity of selected arterial roads in Sydney, Australia. The outcome of the small sample case study indicates that current approaches to capacity assessment in Australia result in an overestimation of the road capacity. The case study presented a reduction in capacity of up to 17 per cent for short time restriction parking zones present on arterial roads. Further surveying and verification of the parameters (parking manoeuvre times and average turnover) of the capacity adjustment factor has the potential for the approach to be incorporated within transport guidelines and road infrastructure standards to appropriately account for the impacts of on-street parking on road capacity. The application of the research can lead to improved assessment of traffic impacts from land use developments and ultimately alleviate congestion throughout the network.
