Title: Travel Time Based Performance Measures: Examining Inter-relationships and Recommendations for Analysis

Abstract: Urban transportation networks are plagued with recurring and non-recurring congestion problems. Link- and corridor-level congestion problems of transportation systems are primarily measured using travel time data. The travel time could depend on various factors such as the motorists’ characteristics, vehicular characteristics, road characteristics and non-recurring events. It also varies with the time-of-the-day (ToD) and the day-of-the-week (DoW). Practitioners and researchers have proposed and used various travel time data based measures to assess transportation system performance. These measures range from travel time and travel time percentiles to travel time reliability indices and variance based measures. The measures may be correlated to each other and yield different outcomes when applied for different purposes (quantify level of congestion, before and after evaluations, or compare one link with another link for ranking and prioritization). This paper aims to evaluate the inter-relationships between selected travel time, travel time percentile, travel time reliability index and variance based performance measures. It also aims to identify and recommend suitable performance measures for different types of transportation studies or purposes.
