Development of a Regional Workforce Needs Profile: Results and Guidance from the Northeast and Southwest Regional Transportation Workforce Centers

Abstract:

Workforce issues in the Transportation Industry seldom take center stage in front of the many crises stemming from failed infrastructure and unsustainable financing mechanisms. The recent establishment, by the Federal Highway Administration (FHWA), of five regional surface transportation workforce centers has provided the impetus to facilitate a deep and comprehensive look at the workforce picture and needs related to attracting, retaining, and upskilling the workforce that is needed to design, build, maintain, and operate the nation’s transportation systems. The purpose of this paper is to describe the three-phase method employed by two of those Centers (Northeast and Southwest) and to compare and contrast initial workforce demand findings. The paper concludes with lessons learned and provides practical guidance for the other entities seeking to conduct similar research projects, such as professional associations, State Departments of Transportation (DOTs), and transit, air, rail, or maritime systems.
