Title: Cincinnati Streetcar – Case Study of Pre-Revenue Politics, Progress and Potential Impact

Abstract: The Cincinnati Streetcar Project has had a complex, turbulent history, not unlike many other modern streetcar projects in the United States. The City launched its current project with a feasibility study in 2007. As conceived, it would link the City primary employment and entertainment centers, from the Central Riverfront (CRF) on the south, then northwardly to the Central Business District (CBD, the Over-The-Rhine Historic District (OTR), and then to Uptown’s universities and major hospital complexes. The elected officials and project advocates embraced the project to reverse the city’s population losses and repopulate its urban core. That repopulation would be achieved through the multi-pronged development strategy enhanced by proximity to the streetcar route. To insure its compatibility with the City’s street infrastructure, the design team developed context sensitive design criteria to interlink the civil construction and streetcar production. The streetcar civil and building project construction have been substantially completed and the manufacturer has begun delivering streetcars, launching the project team’s integrated testing process. Very preliminary data from the City’s Building Department has suggested that the streetcar construction may have triggered or accelerated development, and further analysis on a broader group of data sets has begun by the University of Cincinnati’s Design, Architecture, Art, and Planning College..
