Availability: Find a library where document is available Abstract: This paper which places statewide transportation planning in perspective (given current intergovernmental trends and patterns affecting statewide comprehensive planning regionalism and regional structure), sets forth basic definitions and discusses regionalism and transportation issues, public policy and regionalism, regional structure, and regional transportation processes. Considerations are listed that are building up in a general consensus. The national administration's posture on regionalism, the federal general revenue sharing, the proposed Land Use Policy and Planning Assistance Act, and Congressional interest in comprehensive planning and development systems are reviewed. Selected features are outlined of the proposed legislation related to the national growth and development policy which would be implemented through national development systems of regional commissions. National and multistate, state and substate district for planning and programming are considered, and the findings are set forth. Recommendations are set forth which are based on these findings. The roles are reviewed which are played by multistate regional planning and development commissions, umbrella multijurisdictional organizations, future regionalism and regional councils, special districts and authorities, and regional government. Findings and recommendations are presented which are based on the review. A discussion of, and recommendations for regional transportation processes, covers such aspects as multimodal programs and linkages, decision-making, and implementation. Diagrams illustrate the linked technology for highway planning, an experimental, flexible approach to highway planning, and the organization of the Texas Regional Transportation Planning Advisory Board.
