Robert E. Skinner, Jr. served as Transportation Research Board (TRB) Executive Director for 21 years. In this excerpt from his address at the TRB Annual Meeting 2015 Chairman’s Luncheon, Skinner shares a career of insights into transportation research—its relationship to innovation; its multidisciplinary and diverse makeup and inexorable expansion of scope; and the challenges of understanding and explaining its complexity, of demonstrating its value, of securing funding, and of programming. He also assesses TRB’s position, relationships, and role in transportation research.
