Abstract:

This report compiles and documents information regarding state department of transportation (DOT) experiences with federal disaster reimbursement programs. The report documents existing experiences, knowledge, learning, and practices used by DOTs to efficiently obtain appropriate reimbursements after emergency events. It also summarizes the range of things DOTs are doing to ease their response effort, secure appropriate reimbursements, and simplify cost identification. Information used in this study was acquired through a literature review, a screening survey of state DOT members of the AASHTO Special Committee on Transportation Security and Emergency Management (SCOTSEM), and follow-up interviews with DOT staff. This report will be useful to highway design practitioners.
