Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: This paper explores how Caltrans’ adoption of Enterprise Risk Management Principles has enhanced its Workforce Planning, Knowledge Management and Succession Planning efforts. With the establishment of the Office of Enterprise Risk Management, and the joining of Workforce Planning under its umbrella, Caltrans has fully embraced the relatively new practice of Risk Management, equipping leadership with the tools to progress confidently into the future by changing the way it views risk in the context of succession planning. Using a well regarded training academy as a successful model for Caltrans’ Leadership Program, Caltrans is able to provide foundational skills and competencies for all levels, from entry level rank and file to mid-level managers to executives. By integrating its core competencies of Alignment, Communication, Implementation, Teamwork, and Self-Awareness & Personal Growth throughout each program’s course design, Caltrans solidifies a foundational knowledge from the nascent to the closing stages of an employee’s public service career. Adjusting each competency by position level provides consistency and expands employee’s knowledge base and skills at successive job levels.
