Title: Development and Pilot Testing of the Transit Asset Prioritization Tool for Analysis of Transit State of Good Repair Investment Needs

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: Transit agencies have a wide variety of physical assets to maintain, including, but not limited to, rail cars, buses, stations, fixed guideway, facilities, and various supporting systems. Keeping these assets in a state of good repair (SGR) is a significant challenge for many agencies, as capital funds needed to rehabilitate and/or replace existing assets are tightly constrained. However, this area received increased emphasis with the passage of the U.S. transportation reauthorization legislation, Moving Ahead for Progress in the 21st Century (MAP-21). This legislation includes requirements for the Federal Transit Administration (FTA) to develop “establish and implement a national transit asset management system” that will create definitions for SGR and include requirements for agencies to prepare transit asset management plans. This paper describes the results of research intended to support transit agencies as they analyze and prioritize their SGR needs, and act to meet the requirements of MAP-21. It describes a tool, the Transit Asset Prioritization Tool (TAPT), designed to analyze and prioritize SGR investments, and describes the results of an effort to pilot the use of the modeling approach incorporated in TAPT for a set of three transit agencies. These pilots served to inform the development of the tool, and highlight areas where further research may be merited. The resulting products of the research, the prioritization tool and accompanying guidance, are intended to be of immediate value to transit agencies analyzing their SGR needs and developing asset management plans in compliance with MAP-21.
