Title: Recasting Decision Making Process for Urban Cycling: Local Government of Istanbul Metropolitan Area

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: Many cities are facing problems associated with rapid urbanization and increased use of motorized vehicles. Rapid motorization, especially in growing economies, will lead to increased greenhouse gas emissions, air pollution, and traffic congestion. Promoting non-motorized transport, especially cycling and walking for urban mobility, is critical to ensure future sustainability of the cities. To this end, central and local governments have been supporting the promotion of cycling throughout Turkey. However, current guidelines and standards are insufficient for local governments since these guidelines are not specific enough to meet the local needs and the existing infrastructure. This paper focuses on firstly the policy substructure of cycling in some of the European and North American countries. Then the planning and implementation of cycling projects in Turkey at local level are discussed. This paper especially look into the roles and responsibilities of the local governments in İstanbul which is one of the megacities in the world, and the challenges that they face in order to understand the limitations of the existing cycling policies. This research also aims at exploring the necessary steps and strategies for decision making to increase cycling infrastructure in İstanbul.
