However, the percentage of bicycle trips in an average labor day remains low, at approximately 3.18%. Thus, it is necessary to evaluate the effectiveness of the implemented policies and determine the factors that influence on a greater extent the propensity of the inhabitants to use the bicycle. This evaluation will allow the implementation of more effective policies in the future. The present article analyzes the information of the first and of the most recent mobility surveys of the city (years 1995 and 2011) in order to determine such factors. The analysis applies a statistical methodology that allows identifying the independent effect of diverse explanatory variables. The results show that the variables that have the greatest influence on the propensity of the inhabitants to use bicycles are genre, income, and trip distance. Women have a considerably lower propensity to use bicycles. People of very low-income levels have the greatest propensity to use bicycles. The most attractive trip distance to use bicycles is from 3 to 5 km (1-3 mi).
