Given that the business process is a critical link in the chain of logistics service, the reason can be concluded that, the current business process is not suitable for the new commercial environment. Under the background of railway freight transport reform, the importance of business process appears more prominent. This paper focuses on improving customer service quality by reducing the total time of the business process. Another objective of this study is to enhance the internal efficiency of system operation. In this paper, the current business process is described in the form of cross-functional flow chart and problems concerned are presented by analyzing step by step. In the next section, an optimization plan is proposed on the basis of business process reengineering (BPR) theory and environmental and social impact assessment (ESIA) model. In order to examine the effect of business process reengineering, a comparison based on practical experience is developed and the results of performance improvement are significant both in customer service and system operation aspects.
