Abstract:

This synthesis reports on hundreds of actions implemented by transit agencies to increase their cost-effectiveness, and describes how the agencies have engaged their communities during challenging fiscal circumstances. These actions have been generated from all functional areas of transit systems. This synthesis includes an extensive literature review that, together with the survey responses from 40 of 46 transit agencies surveyed (an 87% response rate), provides information reflecting the experiences at more than 100 transit agencies in the United States. The literature review explores cost-effectiveness techniques in: operations and planning; paratransit services; maintenance; administrative management, marketing or advertising opportunities; and facility use and utilities. Improving transit effectiveness through partnerships and new financing and funding are also explored. The survey covers: working definitions of transit effectiveness and financial sustainability; processes for receiving public input; incentives; collective bargaining and contracting; management of health care costs and workers’ compensation expenses; attendance controls; and gains from operations. The survey also covered maintaining transit effectiveness through: service planning and scheduling; maintenance efficiencies; use of technology; strategic use of capital funds; creative use of assets; efficient marketing; and more data-driven management. Four case examples offer more focused reviews of the efforts individual transit agencies have made to retain or expand their effectiveness in the communities they serve.
