Abstract:

This report documents the approaches, methodologies, and practices for the sub-allocation of FTA Section 5307 Formula funds in urbanized areas (UZAs) of multiple types and sizes. Also, it offers practices for fund distribution to help regions interested in developing a distribution practice and/or altering their current methodology. A literature review and detailed survey responses from 51 agencies (e.g., metropolitan planning organizations, public transportation operators, state departments of transportation, etc., that were determined to be the agency that played a key role in sub-allocating funds within each of the 62 UZAs) are provided. Six case examples offer information with an emphasis on a more detailed description of the range of current UZA sub-allocation practices where the FTA formula is not used. These case examples are provided to allow other UZAs, in particular new or reconfigured UZAs, to have a reference for alternative sub-allocation approaches and methodologies.
