Title: Understanding the Mode Choice Behavior of Miami Beach Residents during Hurricane

Availability: Transportation Research Board Business Office 500 Fifth Street, NW Abstract: The key purpose of this study is to explain the evacuation mode choice behavior of Miami Beach residents using data obtained from a survey which included a hypothetical category four (major) hurricane scenario to reveal different evacuees’ plans. Since there has been an emerging need to understand different dimensions of evacuees’ behavior from a household level, this study particularly focuses on modeling mode choice by using a logit-based approach to fill the present gap in literature in this area. In this regard, a nested logit model has been developed to explain the mode choice decisions for evacuees’ from Miami Beach who are captive to using non-household transportation modes, such as special evacuation bus, taxi, regular bus, riding with someone from another household and another type of mode denoted and aggregated as other. The study does not consider the mode choice decisions of respondents who indicated they would take a household vehicle since they are not captive to non-household modes. The model explains that the mode choice decisions of evacuees’, who are captive to using different non-household transportation modes, are influenced by several determining factors related to evacuees’ socio-demographics, household characteristics, evacuation destination and previous experience. The findings of this study will help emergency planners and policy-makers to develop better evacuation plans and strategies for evacuees depending on others for their evacuation transportation.
