Abstract:

This report provides state departments of transportation (DOTs) and other transportation agencies that are considering instituting or modifying user-based fees or tolling on segments of their system with a decision-making framework and analytical tools that better describe likely impacts on revenue generation and system performance. This report is presented in two volumes. This volume, Volume 2, will provide staff who develop the forecasts of potential revenue, transportation demand, and congestion and system performance with an in-depth examination of the various analytical tools available for direct or adapted use.
