A MOST SIGNIFICANT OBSERVATION WAS THE UNEVEN DISTRIBUTION OF TRAFFIC OVER THE LENGTH OF THE ROAD WHICH RESULTED IN UNNECESSARY CONGESTION AT CERTAIN POINTS. INFORMATION CONCERNING THE RELATIONS BETWEEN SPEED, CLEARANCE, AND ROADWAY CAPACITY WAS DERIVED FROM THE STUDY OF THE PHOTOGRAPHIC DATA.
