This report provides state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and other transportation agencies with a rich source of practical and effective tools, techniques, and approaches for identifying and connecting with populations that have traditionally been underserved and underrepresented in transportation decisionmaking.
