Title: Red Light Running Behavior at Signalized Intersections in Puerto Rico

Abstract: Red Light Running (RLR) is a potentially severe safety issue at signalized intersections. A RLR study was performed using data from 32 approaches at nine signalized intersections located in the Western Region of the Commonwealth of Puerto Rico. The results indicate that, on average, a driver runs a red signal each 4 minutes. A regression analysis shows that RLR events increased as the traffic flow rate or the ratio of traffic flow rate per cycle length increased at the intersection approach. More importantly, a comparison with RLR data from Virginia, Rhode Island, Iowa, Texas, and the United Kingdom revealed the presence of much more aggressive RLR behavior on the local intersections. Driver behavior at the onset of the yellow signal was analyzed at a signalized intersection using video data collected with three digital cameras. The results of the yellow and red entry time at the intersection show a higher degree of driver aggressiveness at the intersection. Regression models indicated that the significant explanatory variables for the yellow entry time and the probability of the STOP/GO decision are the vehicle distance and speed at the moment of the yellow onset. The results from this study could be used to identify local unsafe driving practices at signalized intersections and factors associated to RLR events.
