Title: Theoretical and Methodological Framework for User Awareness at Signalized Intersections

Abstract: As a result of traffic management measures, traffic conditions may change and evoke a behavioral response of road users. This paper postulates that a significant amount of changes in attributes of a trip or performance of a network go unnoticed, as the user awareness of such changes is limited. As empirical evidence is missing, the aim of this research is to determine users’ awareness of the size and direction of changes in the timing of traffic lights, and define the moment when users adapt their behavior. Knowledge on these aspects outlines the requirements and potential effectiveness of traffic management measures, so-called regulation flexibility, which is of great value to road operators and traffic engineers. A theoretical framework for user awareness, time psychology and regulation flexibility is provided. The aim of this paper is to select a method that provides the most valid data for the analysis of user awareness at signalized intersections. Based on a summary and discussion of earlier research it can be concluded that a field study has most advantages, one being that subjects are in their natural environment. With the selected approach, randomly selected subjects will be interviewed at the nearest down-stream intersection or parking area of the studied intersection. Actual measurements will run in parallel to enable study of the correlation between user perception and objective data. Future research involves realization of the field study for isolated and a series of intersections in Enschede in the Netherlands.
