Abstract:

This paper presents methodologies to estimate delay and user’s cost in work zones. Three types of queue, namely moving queue, stopped queue and combination of stopped and moving queue are discussed. A methodology to estimate moving queue length and delay is developed. The model considers work zone geometry and heavy vehicles effects on moving queue length and delay and is able to consider the delay due to non-smooth flow which is caused by lane shifting maneuver in advance of the closure or lane drop. Also a procedure is suggested to adjust the proposed method for moving queues to handle the combination of stopped and moving queues. The proposed methods can be directly applied to the completely saturated analysis intervals. Adjustment is also proposed to analyze partially oversaturated intervals. The method is applied to field data and it is discussed how the selection of analysis interval length influences the accuracy of the delay and queue length estimation.
