Title: Pavement Preservation: Protecting Our Investment on the Road

Abstract: The California Department of Transportation (Caltrans) is a recognized leader in the field of pavement preservation. Over the past 10 years, Caltrans has established permanent funding for pavement preservation treatments, established a partnership with industry, secured the support of upper management, and established the California Pavement Preservation Center (CP2 Center) at the California State University, Chico. In support of or as an outcome of these accomplishments, this paper discusses some of the pavement preservation activities in California including the following: a) concept of Pavement Preservation in California and the important benefits derived from this program, b) development of the Maintenance Technical Advisory Guide (MTAG) for pavement preservation, c) the Pavement Preservation Innovation Program, and d) the challenges facing those trying to implement a pavement preservation program. In particular, it describes the concept of the Caltrans pavement preservation program including both the economic and environmental benefits, and provides an overview and several findings from studies to investigate the economic impact of pavement preservation. It discusses the concept, organization, and benefits of the Maintenance Technical Advisory Guide (MTAG) developed to assist maintenance personnel for both flexible and rigid pavements. The paper provides an overview of the $5 million per year Caltrans Pavement Preservation Innovation Program. It includes a description of preservation treatments such as surface recycling, warm mix asphalt technology, and a variety of new and innovative surface seals. Finally, it discusses several of the challenges to overcome in successful implementation of a pavement preservation program.
