Title: Application of Analytic Hierarchy Process and Analytic Network Process in Preventive Pavement Maintenance Decision-making

Abstract: Preventive pavement maintenance decision-making is characteristic of multiple-target, multiple-attribute with inconsistency and non-commensurability between each pair of the targets and each pair of the attributes. Inconsistency refers to conflict between each pair of targets or attributes, and non-commensurability refers to there is no uniform criteria or measurement unit for each of the targets or attributes. Therefore, traditional pavement maintenance decision-making method is not effective to find out proper solutions for preventive pavement maintenance decision-making. In this paper the author presents a decision-making model for preventive maintenance by use of analytic hierarchy process and analytic network process. A practical example is selected to demonstrate the effectiveness of the two methods in the preventive decision-making, which is under general principles of comprehensive consideration of cost, benefit and risk possibility, followed by detailed considerations of pavement performance indexes, such as skid resistance capacity, roughness, cracking, owner's costs, users' costs, quality risk, financial risk and work period risk; and for six preventive maintenance schemes, comparisons are made of the said indexes to identify optimal scheme, combined with sensitivity analysis. The results show that the analytic hierarchy process simple and clear in theoretical concept and also powerful and suitable for being used as effective decision-making tool for preventive maintenance.
