SOME DATA ARE OFFERED IN SUPPORT OF A THEORY THAT UNDER CERTAIN CONDITIONS THE PRESENCE OF REINFORCEMENT INCREASES THE QUALITY OF CONCRETE, THUS MAKING IT POSSIBLE TO PREVENT BREAKAGE. FURTHER RESEARCH IS SUGGESTED.
