Abstract:

In 1996, the Maryland Mass Transit Administration (MTA) commissioned a study to assess the feasibility of implementing a Barrier system on its barrier-free Central Light Rail Line for the purpose of reducing fare evasion. The methodology that was developed to perform this particular study can be applied to any transit system that utilizes a proof-of-payment fare system. Nine alternatives for reducing the fare evasion rate were identified, priced, and analyzed. Eight of the nine alternatives were full barrier systems, providing the MTA with 100% inspection of fares. All alternatives assumed the use of the existing light rail fleet. For the purpose of comparison between alternatives, an objective measure known as cost per dollar recovered was developed. This value is defined as the summation of an alternative's capital costs and 10 years' worth of recurring (i.e., operations and maintenance) costs, divided by the maximum possible fare revenue recovery during the 10-year period. The study found that significant costs and numerous operational difficulties would occur in the implementation of any type of barrier system. The benefits that would accrue from a lower fare evasion rate would be exceeded significantly by the cost of obtaining this lower rate. Analysis showed that the least expensive alternative would cost the MTA $18.54 for each potential fare dollar recovered over a 10-year period.
