Requests for specifications were mailed to 61 states, provinces, and territories. Forty-seven (47) replies (77%) were received. In reviewing the specifications, it became evident that states requiring snowplows, central hydraulic system sanders and spreaders have to have more pages of specifications than southern and Sun Belt states. The large number of pages also indicated that the specification writer was trying to be assured he was delivered a truck that met his requirements totally because he had no control over the award of bids or he had been burnt in the past.
