The 1980 Oregon Motor Vehicle Cost-Responsibility Study identified similar equity problems. The lack of adequate highway funds makes it imperative that they be spent optimally and that all road users pay for their responsi1ility. In times of scarcity, favored groups can no longer be subsidized at the expense of others. The purpose of this paper is to examine the extent of subsidies inherent in Oregon's existing road user tax schedules. These subsidies are calculated on the basis of the tax schedules and recommendations developed from the 1980 Oregon Motor Vehicle Cost-Responsibility Study. The existing subsidies are compared with those found in the 1963 and 1974 Oregon cost-responsibility studies. (Author)
